Summary

The position is for Supervisory Program Manager that will lead a team responsible for the coordination, streamlining,

implementation, and oversight management of competitive grants administration and delivery. Responsibilities include providing senior leadership input on grants policy matters, providing strategic direction for ongoing and new grant program and knowledge transfer opportunities, and creating a corporate approach to information sharing and grant management.

As the Chief, Grant Coordination Division, you will :

  • Serve as a liaison between the OST, FHWA leadership and program offices on competitive grant policies, procedures, and requirements.
  • Provide policy guidance and advice concerning grant statutes, regulations, policies, and procedures. Aid with drafting, reviewing, and updating FHWA policies, orders, templates, and procedures associated with grants.
  • Serve as the senior Grants Program Manager for discretionary grants programs and provide program direction while ensuring that supported projects are consistent with statutory requirements.
  • Lead the development of grant program Standard Operating Procedures and daily procedures for managing grant programs in cooperation with internal partners.
  • Lead the development of all Notices of Funding Opportunities and award packages for competitive grant programs.
  • Oversee the implementation of Grant Management Systems.
  • Lead the development of grant management information dashboards in cooperation with internal partners.
  • Coordinate and assist FHWA offices with responses to discretionary grant queries for information. Ensure the office is working with FHWA and other US DOT to ensure transparence of all grant award information.

The ideal candidate for this position is a technical expert that provides leadership, coordination, and guidance to FHWA HQ, field offices and stakeholders for competitive grant management.

  • SUPERVISORY PROBATIONARY PERIOD: You must complete a one-year supervisory probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 15 , you must have at least one year of specialized experience equal or equivalent to the GS-14, it must include:

  • Experience analyzing and evaluating administrative aspects of transportation, scientific, or engineering programs, including the development of long-range program plans, goals, objectives, and milestones, and/or evaluating the effectiveness of programs; AND
  • Experience isolating, identifying, and recommending solutions to critical problems affecting grant or financial assistance activities.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Technical Knowledge and Skills: Uses knowledge that is acquired through formal training or extensive on-the-job experience to perform one's job; works with, understands, and evaluates technical information related to the job; advises others on technical issues. Knowledge of principles, laws, regulations, policies, practices, and guidelines (for example, Executive Orders, Code of Federal Regulations, OMB circulars) of grant or agreement programs, including their order of precedence.
  • Program Management - Knowledge of the principles, methods, and tools for the coordinated management of a program to include providing oversight of multiple projects, integrating dependent schedules and deliverables, and related activities (for example, benefits management, life cycle management, program governance).
