Position: System Analyst - (Peoplesoft Time & Labor Module)

Job Summary
- Serve as a key member of the Fiscal Management Statewide Fiscal Systems team, supporting the Centralized Accounting and Payroll/Personnel System (CAPPS) Program and related systems.
- Manage and create strategic roadmaps by leveraging strong planning, functional insight, and cross-functional communication.
- Provide extensive support and configuration for the Time and Labor module in PeopleSoft HCM version 9.2.
- Perform complex system configuration changes and support batch jobs, including expertise in tools such as App Designer, Integration Broker, SQR/SQL, BI Publisher, and SAP Business Objects.
- Plan and coordinate fiscal year processes and ensure compliance with security best practices, including NIST standards and multi-tenancy for statewide ERP systems.
- Prepare accessible, WCAG 2.1-compliant materials and participate in disaster recovery exercises.
- Prepare and deliver executive-level presentations and support audit and open records requests with relevant data.
- Interpret contractual language, integrate requirements into workflows, and ensure vendor accountability.
- Act as a subject matter expert on Fluid timesheet functionality and utilize support tools like PUM, Fluid, and Elastic Search.
- Apply ITIL principles for IT service management and IT asset management.
- Preferably handle functional project management for CAPPS, provide Tier 2 service desk support, and support legacy Statewide Financial Systems.
- Maintain systems sync (CAPPS and SPRS) using SQL and possess knowledge of Texas public sector policies and experience supporting large networks of Texas government agencies.
- Adapt to and integrate new systems and platforms as needed, such as CGI Advantage.
